1. RULES
1.1 The regatta will be governed by The Racing Rules of Sailing (RRS 2009-12), Notice of Race and Sailing Instructions.
1.2 Between 23.00 and 04.00 the RRS Part 2 shall in applicable parts be replaced by the International Regulations for Preventing Collisions at Sea (IRPCAS/COLREGS) and all boats shall show the required navigational lights.
1.3 The following documents will be in effect:
– ORC Rating Rules;
– International Measurement System (IMS);
– ISAF Offshore Special Regulations, category 4
– For Finnish boats the Finnish Offshore Championship Rules (SM Sääntö)
1.4 If there is conflict between languages the English text shall prevail.
2. ADVERTISING
2.1 Boats are required to display advertising chosen and supplied by the Organizing Authority.
2.2 Yachts displaying advertising shall present the Advertising Certificate required by the National Authority of the Person in Charge.
3. ELIGIBILITY AND ENTRY
3.1 The Regatta is open to all boats with valid ORC measurement certificate. The Certificate of Measurement should be issued by 25. July 2011.
3.2 All participating boats shall comply with ISAF Offshore Special Regulations, category 4, and shall have a valid certificate of seaworthiness for at least category C.
3.3 Yachts shall present the Registration Certificate of Recreational Craft or the Registration Certificate of Ship.
3.4 Each yacht shall present:
– sails declaration, with a list of all identifiable sails which will be used during the event
– crew list
– insurance certificate
3.5 Participating boats will be divided into following groups

4. CLASSIFICATION
4.1 Helmsmen of Estonian boats shall have a certificate of pleasure craft operator. Helmsmen of foreign boats shall have classification according to their national rules.
5. FEES
5.1 Required fees in EUR are as follows.

6. MEASUREMENT AND INSPECTION
6.1 Each boat shall have onboard a valid measurement certificate.
6.2 Boats should be ready for measurement and inspection at 12:00 August 4, 2011 and shall be ready latest at 15.00 August 4, 2011
6.3 To replace a sail a boat shall ask for a written permission of the Measurer or Principal Race Officer.
6.4 To replace a crew member a boat shall have a written permission from the Measurer or Principal Race Officer.
6.5 The Principal Race Officer may require weighing of a boat’s crew and equipment inspection at any time.

7.2 The starting schedule by Classes will be described in Sailing Instructions.
8. SAILING ISTRUCTIONS
8.1 Sailing Instructions will be available after 12:00 August 4, 2011 at the Race Office.
9. THE COURSES
9.1 Courses will be located in the waters of Gulf of Tallinn and Gulf of Finland.
9.2 The approximate length of courses are:
Offshore Race 40 -150 nm
Costal Race 10 – 40 nm
10. SCORING
10.1 SCORING
The scoring is based on the ORC approved method taking the wind conditions into account. Points are calculated using the ISAF´s low points system so modified that the winning boat receives 0,75 points. The following weight coefficients are used:
– offshore race 1,4
– coastal race 1,2
– W/L races 1,0
If three or more W/L races are completed, the worst result is excluded. The scores for the offshore and coastal races are always included in the final score.
At least three races, one of which is the offshore race, have to be completed for the Championship race to be valid.
11. PENALTIES
11.1 If a boat breaks any of the RRS Part 4, rules 44.1 and 44.2 are amended so that only one turn, consisting of one tack and one gybe, is required.
11.2 For other breaches the Protest Committee may penalize a boat by increasing 1–5% the corrected time (CT) or use Scoring Penalty.
12. PRIZES
12.1Baltic Offshore Week 2011 Regatta prizes will be awarded to the three best-scored boats of each group.
13. DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See RRS Part 1, rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
14. INSURANCE
14.1 Each participating boat shall have valid third-party liability insurance with a minimum cover of 200 000 EUR. Copy of the Insurance Policy must be left at the Race Office. Competitor can purchase the insurance at the Race Office.
15. PROTEST COMITEE
15.1 A Protest Committee will be appointed according to RRS Part 7, Rule 91(a).
16. OTHER
16.1 Participating boats will have moorings free of charge in the regatta harbours for the period 4.–7. August 2011.
