Ystads Segelsällskap (YSS) invites entries to the regatta Ystad Offshore Week 2009 to be sailed on the waters south from Ystad in the very southern part of Sweden.

1    Organizing Authority
1.1    The Ystad Offshore Week 2009, constituting ORC International European Championship and International Swedish Championship, is organized by the Ystads Segelsällskap (YSS) under the authority of Swedish Sailing Federation (SSF) and under the overall authority of the Offshore Racing Congress (ORC).

2    Rules
2.1     The regatta will be governed by the rules as defined in The Racing Rules of
    Sailing 2009 – 2012 (RRS), except that between 23:00 and 03:00 RRS part 2
    shall, in applicable parts, be replaced by the International Regulations for
    Preventing Collisions at Sea.

2.2     The following rules will also apply:
a)    IMS Rule
b)    ORC Rating Systems Rule
c)    ORC Championship Rules
d)    ISAF Offshore Special Regulations Category 3 Monohull with Life raft,
    with the following amendments:
§    Emergency navigation lights according to 3.27.4 do not have to comply with the International Regulations for Preventing Collisions at Sea concerning light angles (2.03.3).
§    Life raft, according to paragraph 4.20.4d, must have been repacked after 01-05-2007. Vacuum packed life rafts must have been serviced after
    01-05-2006 if the specifications from the manufacturer and the service station certificate allow this. Life rafts on board charted boats and rental life rafts, all of valise type, must have been serviced after 01-05-2008.
§    Life rafts complying with ISO 9650 standard shall follow ISO 9650-1 Type 1 regulations (high wind and significant waves may be experienced). Temperature class B and Equipment Pack 2 (<24 h) is accepted.
§    Inflatable life jackets must be inspected after 01-05-2009 by the person in charge and the auto inflation devices expiry dates must be in accordance with the manufacturer’s specifications.

2.3    No national authority prescription will apply, except what prescribes concerning Swedish competitors in paragraph 3.2 and 4.3.

2.4    If there is a conflict between languages the English text will take precedence.

3    Advertising
3.1    ISAF Advertising Code will apply. All boats shall display advertisements on the first 20% of hull length given by the organizer. While not racing, boats shall display flags given by the organizer. The Organizing Authority may also require the installation, at no cost to competitors, onboard video cameras, or global position devices.
 
3.2    Swedish competitors shall, when racing under Handicap System and Rating
Rules, follow the licensing rules for advertising as decided by the Swedish Sailing Federation.

4    Eligibility
4.1    Competitors shall comply with ISAF Eligibility Code. The regatta is open to
    all boats with valid ORC International certificate complying with ORC Championship Rules and GPH < 675.

4.2    The number of groups at start will be decided by the Race Committee after the entry time passed (after July 1, 2009). If there will be two starting groups the limit will be app. 610.

4.3    Each Swedish person on board a competing boat must be a member of the
    Swedish Offshore Sailing Association (SHF).

5     Sailors Classification
5.1    The ISAF Sailors Classification Code will apply for Corinthian prize. See http://www.sailing.org.

6    Entries
6.1    Eligible boats may enter by completing the attached form and sending it to

 with a copy of the yachts rating certificate, in duplicate, before July 1st, 2009.

 

6.2    The non-refundable entry fee of SEK 6.000 (incl. mooring fee) per boat, plus bank charges and transfers, shall be forwarded to:

6.3    A boat is considered to be Pre-registered if the following documents are received before July 1st, 2009.
    a)  Completed and signed official entry form
    b)  Current ORC International certificate
    c)  Entry fee payment confirmation

6.4    The organizer is not responsible for any costs incurred by the non-acceptance of a boat’s registration.

6.5    Late entries, accompanied by a late entry fee of SEK 9.000, may be accepted at the discretion of the organizer until July 14th, 2009.

7    Registration
7.1    Each Owner or Skipper must personally register in Race Office located in YSS Club house at the Yachtharbour of Ystad Monday August 3th 10:00 – 20:00 or Tuesday August 4th 09:00 – 18:00.

7.2    The following documents shall be presented at registration.
    a)    Valid ORC International certificate issued before August 2nd, 2009
    b)    Valid third-party insurance with a minimum cover of € 1.200.000
    c)    If advertising is displayed, a respective National Authority permission
    d)    Crew list with name, surname, national sailing license number, ISAF Sailors Classification Code and weight for each crew member
    e)    Contact phone number both on boat and land, including the name of contact person
    f)    Liability acceptance form, duly filled out and signed.

    This changes RRS 78.2.
        
7.3    No changes shall be made on ORC International certificates after August 2nd unless prescribed by the Measurement Committee and International Jury’s approval.

7.4    Measurement protests by the boats shall be accepted up to two hours after the posting of the final ratings.

7.5    Crew lists may be amended up to August 4th 18.00 by filling a new form showing the changes. After this time, changes in crew may be made only with a written permission of the International Jury.

8     Schedule

    The races may be re-scheduled when required by weather conditions.

8.2    Nine races are scheduled including two offshore races and seven inshore races. Inshore races will be windward/leeward races, except where unusual or extreme local conditions make it impossible to sail a windward/leeward course, then the International Jury may give permission to sail a substitute course.

8.3    Scoring coefficients for inshore races shall be 1.00. The scoring coefficient for the short offshore race will be 1.25 and for the long offshore race 1.75.

8.4    One discard on inshore races will be allowed if all 7 inshore races will be completed. Offshore races can not be discarded.

8.5    The European Championship is valid if at least 4 inshore races and 1 offshore race or at least 3 inshore races and 2 offshore races are completed.
    The International Swedish Championship is valid if at least 2 inshore races and 1 offshore race are completed.

9    Measurement
9.1    Each boat shall be available for measurement inspection from Monday August 3rd 10:00.

9.2     Yachts participating in the Tune up race have to be authorized by the measurement and safety committees.

9.3    Underwater breathing apparatus and plastic pools or their equivalent shall not be used around racing boats between the first scheduled day of registration and the end of the regatta.

9.4    Yachts shall not be hauled out during the regatta except with and according to the terms of prior written permission of the International Jury.

 
10    Sailing Instructions
10.1    Sailing Instructions will be available for each entrant at completion of the registration formalities.

11    Scoring
11.1    The Low Point Scoring system of the RRS Appendix A will apply except the value of a first place finish shall be 0.75 instead of 1.00. Points will be multiplied by the appropriate scoring coefficient.

12    International Jury
12.1    An International Jury appointed according to the RRS Appendix N will supervise the event; with no right of appeal according to RRS 70.5.

13    Racing area and nautical charts
13.1    The racing area will be on the waters south from Ystad. The nautical charts of the Swedish Maritime Administration (SMA) no 74 and no 839 are utilized as reference in the Sailing Instructions.

14    Mooring
14.1    Mooring will be available at the Yachtharbour of Ystad. Mooring fee for the time 2009-08-02—09 is included in the entry fee. After the final race of the day yachts shall promptly moor at the assigned berth.

15    Registration of arrival
15.1    All boats participating in the event shall immediately after arrival to the Yachtharbour of Ystad announce their arrival at the Race Office in YSS Club house and get their berth.

15.2    All accompany boats to the participant boats (coach boats, cruisers) shall immediately after arrival to the Yachtharbour of Ystad register at the Port Authority and get their berth. All accompany boats pay their own mooring fee.

16    Media rights
16.1    Competitors, owners and their guests give absolute right and permission to the Organizing Authority for any photography and video footage taken of persons and boats during the event, to be published and/or broadcast in any
media, including but not limited to TV advertisements, whatsoever for either editorial or advertising purposes or to be used in press information.

17    Communication
17.1    Except when communicating with the race committee, a boat while racing, shall not transmit or receive communication of any information not publicly available to all boats participating. This restriction also applies to mobile telephones.
 
18    Trophies and Prizes
18.1    YSS prizes according to the number of yachts entered: one prize for every five yachts or part of five, until a maximum of five prizes.

18.2    SSF Championship Plaques for International Swedish Championship.

18.3    One prize to the best Corinthian crew.

19    Disclaimer of Liability
19.1    All those taking part in the regatta do so at their own risk and responsibility. The organizing authority, Ystads Segelsällskap (YSS), the Swedish Sailing Federation (SSF), the Offshore Racing Congress (ORC) and any other party involved in the organization of the Ystad Offshore Week 2009 disclaim any and all responsibility whatsoever for loss, damage injury or inconvenience that might occur to persons and materials, both ashore and at sea as a consequence of participation in the event. Each boat owner or his representative accepts these terms by signing entry form. The attention of competitors is drawn to ISAF Part 1 Fundamental Rule 4 Decision to race: ¨The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone¨.

20    Insurance
20.1    Each participating boat shall be insured with valid third-party insurance with a minimum cover of € 1.200.000 per event. Anyway, it is the responsibility of the owners to hold adequate insurance cover for Tort Liability and Third Party Insurance (Property and Persons).
